The "good ones" that follow, help, protect, and cover up for the "bad ones?"

Do you remember Mohamed Noor, who murdered Justine Damond? Did that cop's partner ever rat on him, because Noor literally had his gun right in the guy's face, and fired a shot inside a car? Could have caused permanent hearing damage, yet I didn't read anything about the guy's partner talking.
