How does distributing "smoking kits" advance racial equity in vulnerable communities?

Does Biden want to increase the rates of death among the vulnerable communities? Not enough of them are dying now from smoking related health problems... so we have to distribute $30 Million in "smoking kits" to bring up those #'s?
