One thing to keep in mind is that Truckers have influence.

It's not just a matter of arresting 2,000 or 5,000 truckers and their friends. :>) THEY have friends who are truckers too. They CAN and WILL call for a nation wide trucking strike... and it WILL happen.

Mess with a few... and you mess with the whole trailer park.
