Why not just clandestinely develop drugs that are more euphoric, more addictive, more lethal, and less expensive?

Just distribute it to the drug using populace. It's not harm reduction. It's harm enhancement. Which really seems like what they're trying to do, but damn if they're not going about it the slow way...
