Portugal.has a program.like that. Saves billions and offers a chance to go into recovery 365 days a year.
It also circumvent the black market because it's all free to the addict.
NO prison cost, medically it's cheaper, and many of the addicts end up at least working a little because theybare maintained. Some heroin addicts can never stop.
We had one woman in my jurisdiction who legally took heroin daily because she would die without it.
