So, crack pipes are emergency narratives; to redirect the flow of information leaking through cracks.

He's basically putting out a crowd-source effort to the Cabal to submit new narrative schemes to maintain control.

Pigeons = Messengers

Slot Machines(One-Armed Bandit) = Game Theory Simulations.

So, basically, slot machines are simulations.

Imagine you're wanting to make a plan, but want to leave it up to a program to discover the best route to take, because calculating that many chess moves ahead is an inhuman feat. You put in your variables(coins) and then pull the arm and hope the algorithm/AI discovers a plan that has high probability of working.

Another way to put it, is that slot machines are Risk Management Specialists.

A slot machine crunches the numbers, and you have a chance at finding a plan that will work given all the inputs.

So, if they are training their pigeons to play the slot machine, that means the ACTUAL professional specialists all say the sky is falling and there's no plan or narrative that can work.

That being the case, they've gotten desperate enough to throw shit at the wall and see what sticks by crowd-sourcing some of their lowest-tier carrier pigeons, probably the local news media branches, to come up with plans, literally anything and everything they can think of, to delay delay delay.
