They buy it for "free" and sell it at their relatives market.

A Hot Dog Vendor in NYC got busted doing it and Howie Carr exposed the HUGE scam that was going on in Mass-hole-chussets with both Deval Patrick and Charlie Baker. Cards from Mass EBT were being used in Hawaii, Puerto Rico, and Brazil somehow. Even felons in prison had HUGE balances.

Gubmint just sat on their hands.
