Yeah the guy in the video talks about how anyone born here doesn’t get their birth certificate application until weeks after they’re born. Therefore not being “registered” with the corporation until then. Which makes you a “native” or “national” of the land of Canada.

It's not just for natives. In the video she clearly says it's for those BORN in Canada.
