Lettuce recalls are comms for cash-payment sting operations.
The cops mark the bills, the lettuce, and use it to pay drug lords and whatnot in suitcases under piers in the middle of the night. You know, hand offs and whatnot. It may also be for paying ransoms, but let's keep it on a drug/human trafficking level for right now.
Once they make the hand-off, they watch where the bills end up.
White Hats can see the scope of a criminal enterprise based on who ends up with the marked bills.

So, the recent lettuce recall wasn't necessarily due to a contagious bacteria contaminating the batches, though I wouldn't put it past them to poison the crops just as an excuse to run this story, the sick bastards.
Instead, the White Hats are tracking a cash transfer, and the comms have just gone out to burn the cash or get rid of it before the network is mapped out.
