Why is lettuce always getting recalled? There's always some bacteria outbreak that causes them to warn everyone to stop eating lettuce.

Let's analyze the comms.

Lettuce. What is lettuce?

It's green, floppy, is used as the base for salads, and goes bad relatively quickly.

It comes in "heads" and you can put dressings on them to make them more interesting.

So, what is lettuce?

What has heads, can be dressed, used in salads, and can get contaminated and needs to be recalled?

Cash.

Cash has heads on it -- historical figures.

Cash can be dressed, with all sorts of fun esoteric imagery.

It's tossed with coins to form a salad.

It can get contaminated.

And by contaminated, I mean marked.

Lettuce recalls are comms for cash-payment sting operations.

The cops mark the bills, the lettuce, and use it to pay drug lords and whatnot in suitcases under piers in the middle of the night. You know, hand offs and whatnot. It may also be for paying ransoms, but let's keep it on a drug/human trafficking level for right now.

Once they make the hand-off, they watch where the bills end up.

White Hats can see the scope of a criminal enterprise based on who ends up with the marked bills.

Using this, you can effectively color-dye the organization like you would when dying cells to look at them under a microscope.

Wherever the dye appears is connected to your original source.

So, the recent lettuce recall wasn't necessarily due to a contagious bacteria contaminating the batches, though I wouldn't put it past them to poison the crops just as an excuse to run this story, the sick bastards.

Instead, the White Hats are tracking a cash transfer, and the comms have just gone out to burn the cash or get rid of it before the network is mapped out.
