Screw the CIA unelected 4th branch of govt I always assumed Snowden threw NSA and CIA into same category but now that you mention it every single one of his attacks were aimed at the NSA even though CIA did same , and even worse! I see what you're saying now. So he was trying to make NSA look bad thus making CIA seem better by default or at least sway public opinion towards restricting the NSA what it seems NSA in some ways was keeping a leash on CIA/ Intel apparatus ,correct me if I'm wrong
