Well, its NHS, so it's socialized medicine, meaning, doctors are encouraged to choose the treatment path with the least risk and least expense, so, there's that. Obamacare actually provides for 'independent panels' to adjudicate when these outlier cases are presented and to determine coverage direction and curb insurer/Medicare spending.
