Considering the color of the water, the military ship in the background and the new concrete, the brand new looking rope wrapping on the hand rail and fresh, clean sand and complete lack of people on the beach... this could very well be a beach photo from GITMO, with the Bidens photo-shopped in.

GITMO just got done with some major renovations, which would have included sidewalks, beach front, etc... .
