It's a civil court. Nothing that happened there would have resulted in a conviction in law.
The information staying under the table means if/when it comes out in a court of law, it will all be new evidence behind disclosure without having been tainted by a previous court.

There is no double-jeopardy in place with this outcome.
Please understand, there is Civil Court and Legal Court/Court of Law.
Civil Courts have nothing to do with prison time. He couldn't possibly have gone to jail with this judge and these lawyers.
Think OJ Simpson. He was found Not-Guilty in a Legal Court but found Guilty in a Civil Court.
You can't "settle" in a criminal prosecution. That's your first clue that this was never going to result in jail time.
How many times did he lie under oath? Any?
Is there a chance he can still be in hot water?

Premature disclosure could have resulted in his defense using a "tainted jury pool" argument.
Then it would go to the judge to decide the case, if he would even hear it at all.
Discovery would only make it impossible to try him with a fair jury, and that's to his own benefit.
