Given that Durham is responsible for breaking the east coast mobs into smaller pieces. I expect John learned that keeping a low profile made it easier to operate which also makes him even harder to kill. That team of 470 was referenced in this letter from Grassley, Goodlatte, and Gowdy. Which is made up of the staff of the Office of Inspector Generals.
