If the medical board has no authority in Oklahoma to do this then neither do the other states

This is reasonable legal sense. Physicians are 'licensed' by the State to practice. The question is the so-called "state medical licensure board" a government entity or a private organization advising the State government? Either way the AG has the power to file lawsuit and to indict if coercion, harassment or the appearance of unlawful acts are being made.
