Hard to pardon people within a few weeks when you don't yet know the full extent of what happened. It is a small price to pay in comparison to the bloodshed in the revolutionary war. The optics of mistakenly pardoning someone that committed actual assault would have been bad. It's clear to anyone with a brain and a heart they are political prisoners and with luck those behind their imprisonment will be facing imprisonment themselves.

I know. With a caveat. I'm explaining why he didn't before January 20th. It had only been 14 days. I'm not sure who had been arrested by that time.
