Doesn't say that. It's excluding "Natives" and refugees.

Last I checked, the "Black" and "Asian" populations that were present BEFORE this don't count under Subsection 2's delineations because they are ALREADY full fledged Canadians.

And I've seen video and pictures of non-Whites amongst the Freedom Convoy.

There's no way Castreau's Gestapo/Stazi just let them go home.
