In another post people were talking about the wording of the emergency orders. In it it talked about a special case granted by the gov. These guys are the special case. They aren't law enforcement but they are immune to the emergency orders.

In a different post they were talking about asking the guy for his badge number and he wouldn't give it. Can't give a badge number if you aren't part of law enforcement.
