I’ve thought that the most tactical way for people to peacefully protest against a tyrannical military regime who wants to appear benevolent would be to march as families, everyone dressed in their Sunday best, in organized formation with clear spaces between each family, so that the march never appears as a uniform faceless crowd of people mashed together.
Obviously this approach would involve women and children marching as part of each family unit, so that is a risk. But I don’t think the military would be able to fire weapons on people like that. The visual threat level of the crowd would be too low.
Protestors holding mirrors also seems effective. Somehow it is just too hard to spin mirrors as threatening in that scenario.
