Looks like they are taking orders from him to be honest. I'm sure another reason why he's got his face totally concealed is to keep anyone from identifying him (besides the fact he is the one firing off the tear gas canisters, which I might add that the other "officers" don't have any protection if he was to launch a canister near them).
