It cant be 4:10. The upper hand is close to the II, 2:00 O clock position indicating the hour and the lower hand is in between III,IV 3:00 and 4:00 O clock position indicating the minute based on both hand positions. If it reads 2:22 is debatable since increments between 3 and 4 O clock are not visible though. To me it could be reading 2:23 but looks more at 2:22 in the magnified image.
Some say 4:10 others 2:21. Also depends on the year of the bill. Would need a microscope to zoom in.

I was just looking online. I have newer type hundred bill that I could try and magnify. haven't looked to see if there is even a clock on it.
