Shut down reactor / power plant has two different meanings.
Germany "permanently" shut down their nuclear power plants. However, facilities shut down for less than 2 or 3 months can easily be brought back online. It may take some coordination, but getting them back in service shouldn't take more than a week or so, if they were only shut down for a few months.
Power plants that have been shut down for less than a year could be brought back online, but it may take a month to re-certify, re-check, test and replace a few components, but it's not an impossible task. It can be done, just gets more expensive the longer it has been out of service.
Power plants that have been shut down for more than a year are basically scrap metal and salvage. It's like shutting down a refinery. Good luck bringing it back online if needed. Out of service for more than 1 year = forget about it.
