I remember Zelensky promising Trump he would look into the corruption surrounding Biden. The Ukranian government is corrupt and may be preventing the release of the investigation's findings. Zelensky may have invited Putin in to clean up the corruption. Perhaps Trump made Putin a promise that Biden would not intervein.
