It's unclear how a question (like "When does a bird sing?") that has at least half a dozen viable answers is able to fulfill its purpose.
That doesn't mean it has no purpose or is unable to fulfill it; just that it isn't apparent how creating a debate about which of the various answers is most likely "The Right One" helps to influence behavior, provide information, or further the cause of freedom.

Context matters.
In the original context (from Q forums) it was implying a bird sings once it is caught.
It can be a play on words, have multiple meanings or be a slightly misleading statement to keep us and the enemy on their toes.
