In a very public video, Biden bragged about withholding $1 billion from Ukraine on the condition they fire the prosecutor investigating a company his son is involved in. That right there would destroy any other politician not protected by the media. But Biden became President.

So, yes. He can. Undoubtedly. The evidence is all over the place.

np. im actually surprised it's still on youtube, and surprised it actually pulled up when I searched "Biden withholding 1 billion from ukraine for firing prosecutor" verbatim. (which isn't very hard, by the way ;) )
