Well, think about this. Let's say you're the US and you won a decisive battle over the Japanese. The new is hitting the papers, BUT it'll take weeks and weeks before any footage from actual on the ground reporters can be sent back and sorted through. You need to get images now for the public consumption while the news is coming out. There is no logistical way to do that. The film will take forever to get back and be edited.
Instead you just hire crisis actors and directors to "depict" the battle and show that on the news. With propaganda the staged event might be based on a real event, but the point is you need the propaganda now, not later. Most people seem to have a hard time wrapping their head around that.
The staged event might be based on a true event like movies do, but it just wasn't practically to film in the real battle or the footage they got was crap. Tons of reason it's easier and safer for governments to fake it.
The Propaganda wars are real.
