Don't you think THEY know this? They needed to put someone in there that would be the perfect patsy. In the end, these people truly do not care who goes down in history as corrupt or a puppet. All THEY care about is their agenda progressing.

Joe is the perfect fall guy BECAUSE He always gets caught. They will use this as "We didn't know" and "He tricked us all" even though we know there is a Gipetto....
