Yes the top right of centre part of the facade is still standing, and the top right quarter of the building also??

Yes.

I've seen another video shot during a clean up operation (not sure why you would actually do that in the middle of a supposed war-zone) and the facade has broken away, so the question is, why does the video in the nitter link not show the same thing?
