WHY HASN'T PUTIN BEEN DEPLATFORMED BY TWITTER?

Apple have ditched Russia, wheat exports cut off, plane flights, Russia Today gone. Shouldn't US govt be telling twitter to cut Putin like they did Trump? Why haven't they deplatformed the Russian Embassy for that tweet about Japan supporting a Nazi regime.
