Looks like a creature of some sort...Limbaugh (R.I.P) said the UN looked like the bar seen in Star Wars so I think he was on to something.

Funny, but seems to just be a woman with shiny hair and a mask looking slightly down and to the side. Cover up the fish creature's "eyes" and look below your finger and you'll make out the woman's eyes & mask.
