Maybe the missing 2 is that we have Ukraine white hats ready to receive the weapons and sit on them, rather than deploy them against the Russians?

Would actually make a lot of sense with respect to all the "fund raising" that is going on. We are drawing out cabal supporters and taking their resources.

If the missing 2 is that Ukraine is already controlled by white hats, the actions make more sense. Someone check my ass on this.
