EDIT: Yes the outage affecting discord was because Cloudflare was disrupted. Why CloudFlare was disrupted should be a concern because the entire premise of CloudFlare is .... to not be disrupted.
EDIT: From what I am seeing there is a weird Global Crossings issue happening in Brazil. My guess is a ton of internet traffic has been re-routed down there and is taking time to catch up.
