It is likely that they are more like the least bad, bad guys that happen to be acting in the interest of humanity because it is a direct threat to them.

Russian baddies do not seem to like to leave their southern border open to an infiltration that massively distracts their population from their corruption. Their corruption must be more equal opportunity as far as I can gather.
