I can translate, tho I do not understand all those initials/abbreviations in Ukrainian (yes, this is Ukrainian, not Russian. Until 1991, Ukraine used only Russian in documents).
First page is distribution list for main file; last page is signatures about receiving and understanding.
The second page is about actual preparation for Special Forces to "strengthen the presence" in Lugansk and Donetsk Republics: hand over commandment of this unit to that chief; fund these operations from [blah]; etc.
I am in no way specialist on military organization, but to my eyes seems exactly what Russia has explained it to be: a plan to (re-)start attacks in Lugansk and Donetsk.
