With missile and precision munitions, many sites outside of civilian areas are easy to take care of. Those within civilian areas are much more difficult. Think your rank and file skyscraper .... or a university lab ....
Damn, I read plans of UMC Erasmus in Rotterdam wanting to have a BSL-4 lab, instead of a BSL-3. Such facilities are not to the advantage of human progress, but rather designed to it's destruction.
