I would argue bombing the labs would be the preventative. But at what other cost? I don't know how big of a bomb, or what type, would be necessary to completely eradicate each site.
Bombs with thermitic compounds would suffice. They burn at temps over 5,000°F, and continue burning until all the explosive is oxidized. Which usually takes at least a couple days. High Explosive Incendiary (HEI) could be used, too. And, just for good measure, since these types of labs usually have an underground complex too, I would prescribe leading with some form of guided hard target penetrator, followed up by a few guided bombs after that. Completely level the structure, and burn/bury the whole thing out of existence.
Napalm.
Bunker busters, followed by napalm. Incinerated and obliviated!
Thermobaric bombs.
The questions is not whether these are used, but by whom. The truth always is the first casualty of war. The plan of attack usually second.

With missile and precision munitions, many sites outside of civilian areas are easy to take care of. Those within civilian areas are much more difficult. Think your rank and file skyscraper .... or a university lab ....
Damn, I read plans of UMC Erasmus in Rotterdam wanting to have a BSL-4 lab, instead of a BSL-3. Such facilities are not to the advantage of human progress, but rather designed to it's destruction.
You don't take halfway measures. Go in on foot and appropriate and extract all the viable samples. Assemble the remainder and incinerate. Then, knowing exactly how the lab is built, demolish expediently. Drama is not your friend.
I like it. Maybe hit a dozen or so with different size bombs, like from a grenade to a small nuke, then check it out and go with what works.
