I think you're correct. I think her being forced to call for Sovereign Immunity will force this into the light. I have looked into it, but I haven't gotten too far. I searched the Law of War Manual, at least I started and got sidetracked by a million other tidbits in there.

I heard in another article that congress has some provision where their work can be partially immune to FOIA so it was filed under some other law
