I believe they may have experimented with birds, but that's not an efficient way of spreading a virus or disease. It's too uncontrolled, too random.
Releasing a virus or disease through infected fleas would also be hit or miss. Not an effective way of spreading disease to humans.
Mosquitoes would be a better choice for spreading a virus among humans in a specific area, but that's seasonally dependent. Can't do that in Russia 6-months out of the year.
Nothing beats infecting a few unsuspecting Russians (or name your victims) here in the U.S. just prior to them getting on an airplane back to Russia. By the time they arrive in Russia, the entire plane load of passengers have been exposed to the virus. Now everyone disperses into the city... and carries the virus with them to hotels, restaurants, taxis, etc... .
Birds may be fun to play with... but not the most efficient choice for spreading disease to human populations.
