If the boat was moving at any speed at all, it would be hard to hit the prop, as the boat is moving away. If the boat wasn't moving, then the propeller wasn't either.
If somehow, miraculously, he was able to jump directly into the propeller at high speed, it would be the equivalent of staring down into a giant blender and deciding to jump into the blades.
