They shut down fracking because advances in fracking technology was opening up plays that were never profitable before, so the amount of oil was being increased, and dependence on their foreign oil had evaporated.
Plays like Bakken, and Eagleford are dependent on that new technology and horizontal drilling to produce more profitable wells. A lot of old zones / wells are not even worth drilling / workover without those advances.

I believe the DUMBs are constructed in the layer where there are a lot of natural voids/caves so there doesn't have to be a lot of excavating. If memory serves, they are 10km down or in that range.
I can almost guarantee that during the exploration process the government has some sort of say if a certain plot of land is near one of their DUMBs. 10km is a few miles (~5km) deeper than the verticle of a drilled-out well.
I had the strangest conversation with this woman one night who struck me as one of those "so intelligent she's kinda crazy" people. You know the ones? Anyway, she told me she has proof via her late father who was a petroleum engineer/Geologist/Whatever type scientist, that fracking actually CREATES natural gas, it doesn't just extract it. Her father had apparently experimented with the chemical cocktail they pump down to force the gas/oil out of the ground, and apparently between the chemicals, the pressure and heat, it acts as a catalyst and it forms natural gas.
Think about how big the globe is, and how oil reserves are found near the very top surface. Who knows what is beneath that could seep up through osmosis.

I've heard lots of people talk about how oil is renewable through the earths natural processes. Wells that were depleted would be refilled regularly.
