Asset seizures.

In this game, the white hats don't make purely symbolic propaganda moves. They leave that to the desperate cabal which flails around without a strategy. By contrast, every move the white hats make has a purpose. In this case, they'll be seizing assets and documents pertaining to the individuals listed, with the most important being Joe and Hunter Biden and HRC.
