Hell there are states in which (while legal) to collect rainwater on your property require it to be a rooftop installation or built into your house, or others in which it's illegal to collect more than 2 barrels worth of water. Yet people like bill gates can literally deploy technology into the air to effect entire weather patterns, without anyone's permission in the areas and the government is like, that's cool.
