It is completely rational to arrange things in a logical manner.
Electronic elements and connections are arranged in order to minimize the size and therefore the cost of the board.
Cities (especially back then) were arranged in order to minimize the distance between the various buildings because of walking distances.

I'm asking you to think out of the box...
Tbh you wouldn't expect it to look like a circuitboard anyway if all the circuits were underground. Most circuitboards make use of all available space but of course people have to have space to live in cities.
