Ok Captain Semantics, what’s the difference between policy and rules?
"Policy" generally means accepted protocol, or an expected protocol based upon prior statements or guidelines. "Rules" are loosely based laws of an institution, of which there are specific consequences for breaking...outside of official legal authority.
Both words are occasionally interchanged...sometimes "policy" carries consequences when it is not followed.
Sarcasm noted.
