Well, his speeches as we see them translated are in very good English, but usually longer and more complex sentences. In videos he seems to speak very fluently, without "umm" and such spacers. So I think he and his translators are capable of the Englishness and fluency, but this sounds like channeling Trump. Not enough about protecting Russia, for instance.
