I think the deeper implication would be, what foreign nations were sold the rights to bug the White House? Everything else was sold. The elections sold to Chinese. Congress entire internet network was sold off via the awan brothers.

I’m sure we have plenty of enemies who would pay many millions to access the bugs. Why limit the corruption?
