Taken together, this sequence shows that the military was planning for devolution, or at the very least putting the players into position for it, before and during and after Trump's regular term in office.
These moves are not directly referenced in the Q drops, so it may not technically be a proof. But the idea that Trump was recruited into a pre-existing military plan is implied in many Q drops, and generally accepted by many Q researchers and anons. This particular sequence of events fits the theory to a T, so it's strong circumstantial evidence. I hope that helps.
