That's the million dollar question, and unfortunately, one none of us have the answer to. It's my understanding that the PEADs are set up on an If/Then sction/reactiom/contingency basis.

If that's the case, the puppet regime in Washington could inadvertently trigger action against them leading to a Devolution reveal by doing something like conduct a massive false flag to frame Russia or another state actor; attempt to install HRC or Big Mike in Q' s Change of Batter scenario. There's literally an unlimited number of things that could cause the good guys to move. There's even a scenario where we get everything back and the word Devolution never comes up. That would be supremely frustrating, to be sure, but at the end of the day, we still win.

Personally, I think the slow Awakening of the American people is key to the optimal reversal of 2020 and the reveal of what's been going on. It's slow, but it keeps the nation from imploding while the process plays out.

What I do know is that at the end of the day, a MIL action revealing Devolution looks a lot like our SHTF/Storm Is Upon Us scenario we expected with Q.
