Chief federal judges are allowed to select who a new judge is and install them?

No. They are not. They are appointed by the President.

He’s not an Article III, he is a magistrate judge. He can preside over the preliminary hearings but not the actual case.

Shaniek Maynard recused herself. She has no discernible link to Clinton.

Yeah, weird. She’s also a magistrate judge. I just want to know who the presidentially appointed district judge is?

I would hope given the claims and the timeframe an Obama appointed one would have a conflict of interest as well.
