So why would Obama write an EO declaring a state of emergency in regards to TCOs?

Good question, I was thinking the same thing. If fraud vitiates everything and Obama is a fraud (claimed to be Kenyan when running for Senator, birth certificate is fraudulent) then how can Trump legally build on an EO Obama issued?
